System UI Tuner was one of the features (experimental) of Android Marshmallow, which was then refined in Android Nougat and Oreo with more options. However, it seems that Google starts ignoring this feature. For example, the latest Android 9 Pie has System UI Tuner feature built-in, but there is no direct option to enable it. In addition, it offers very few options.

System UI Tuner enables editing system settings on the phone, which usually requires root access. Since the old method won’t work with Android 9 Pie, we need use an alternate method to enable System UI Tuner. Fortunately, this method does not require root access or ADB command.

An alternate method is using a free app called System UI Tuner launcher for Android 9 Pie. This app creates a shortcut to launch the hidden System UI Tuner menu on the phone without the need of ADB or a custom launcher.
