Google released the Android P Developer Preview 4 (Beta 3) a couple of weeks back for Pixel devices and it is now available for Nokia 7 Plus global variants (A-1046, TA-1055 and TA-1062). If you already have flashed the Android P Beta 2, you’ll get the Beta 3 (v3.110) OTA update soon. Other users need to download and install it manually.

If you own a Nokia 7 Plus (A-1046, TA-1055 and TA-1062) with build number “00WW”, you can download and install the Android P Developer Preview 4 (Beta 3). This is the release candidate build of Android P with near-final system behaviors and final APIs. The final version of Android P (Android 9.0) will release later this summer.
