Samsung Theme Designer (v.1.0) is an official app that you can download free at Samsung. This application supports all Samsung Mobile phones (including Wave S8500 and running on BADA OS) only. It will not support Symbian, Windows, or Android Mobile phones.
Samsung Theme Designer has a very simple interface which helps you do things very easily. Run the program, select your phone type (Touch screen (TouchWiz 3.0) or Non touch), then select the model and go on.
Moreover the application contains tutorial for designing themes, so you can design your theme without much trouble.
