To be able to install TWRP recovery, you need unlocked bootloader on HTC U11, which you can do using HTC’s official bootloader unlocking tool.

How to install TWRP recovery on HTC U11
1. First, go to HTC website here. Follow the instruction to unlock your device bootloader.
2. Download HTC U11 TWRP 3.1.1-0 recovery image for America [HERE] and for Europe [HERE]
3. After unlocking the bootloader, flash the recovery image via Fastboot by issuing the command: fastboot flash recovery twrp.img
