For those who do not have Android 4.3 Jelly Bean powered device, but like to have the Android 4.3 clock on their device, you can try Clock JB, a free app that can retain all the 4.3 stock clock app features as well as its look and feel.
Developed by Moblynx, Clock JB is a version of the official Clock app included on Android 4.3 Jelly Bean. It is compatible with Android 2.2 (Froyo) and features the followings:

Installation: Once installed, run Clock JB. You will see three tabs. The first one (left) is for configuring the countdown timer, the second one (middle) for clock and the third tab (right) is for the stopwatch. From the bottom, you can add 2 or more time zone to your clock.
To add Clock JB widget on your home screen, tap settings menu, choose add widget option, and choose any of the Clock JB widgets such as analogue, colored analogue and digital.
Note: If you are unable to see the clock widget on your widgets section, go to manage application section, tap Clock JB and move it to phone from SD card.
