The just launched OnePlus 3 already has the first CyanogenMod 13 ROM, albeit unofficial. Released by the recognized developer Grarak, this unofficial build of CM 13 supports all variants of OnePlus 3, and ready to download and install. It means, like the OnePlus 2, the OnePlus 3 is also a developer friendly and highly customizable phone with unlockable bootloader.

The unofficial CyanogenMod 13 custom ROM can be installed on OnePlus 3 via custom recovery with unlocked bootloader (you can unlock the bootloader via fastboot, but it will wipe your device and lose manufacturer’s warranty). Note that still there are things that do not work, but it is certain that the ROM will be fine-tuned for daily use, when you have the device.
